ISC transfer payments service standards performance report: 2018-2019
Indigenous Services Canada (ISC) is committed to adhering to its transfer payment service standards.
ISC's performance results as per the transfer payment service standards for 2018-2019 are:
- To have the national funding agreement models available for First Nations and Tribal Councils by December 15 of each year.
Performance target: 75%
Performance results: 0%: national funding agreement models were available on the department's website by December 20, 2017. - To offer funding agreements for recipient signature by March 1 every year for First Nations and Tribal Councils.
Performance target: 75%
Performance results: 85% of agreements were ready for signature by March 1, 2018. - To issue payments by April 1 of that calendar year for First Nations and Tribal Councils who return properly executed agreements to ISC by or before March 15 of any calendar year.
Performance target: 75%
Performance results: 98% of payments were issued by April 1, 2018 for which funding agreements were properly executed by or before March 15, 2018. - To issue payments by April 15 of that calendar year for First Nations and Tribal Councils who return properly executed agreements to ISC after March 15, but before April 1.
Performance target: 75%
Performance results: 89% of payments were issued by April 15, for which funding agreements were properly executed after March 15 but before April 1, 2018. - To make payments under all funding agreements in accordance with the payment schedule and the agreement terms and conditions.
Performance target: 75%
Performance results: 95% of payments made by the department were prepared in accordance with the agreements' payment schedule and terms and conditions. - To send an acknowledgement of receipt of a proposal within 10 working days of receipt of a proposal.
Performance target: 75%
Performance results: 79% of the acknowledgements of receipt have been sent within 10 working days of receipt of the proposal. - To send correspondence to each recipient who must submit Annual Audited Financial Statements, within 30 days of receipt, advising whether these financial statements include each document the Reporting Guide requires.
Performance target: 75%
Performance results: 86% of recipients received correspondence within 30 days, advising whether the financial statements included all the documents required in the Reporting Guide.
Service standards performance result: First Nation and Inuit Health Branch
Due to the transition period generated by the dissolution of Indigenous and Northern Affairs Canada and the creation of ISC and Crown-Indigenous Relations and Northern Affairs Canada, First Nation and Inuit Health Branch service standards were still in effect for 2018-2019. Therefore, their performance results are presented separately:
- To have the national funding agreement models available for viewing by December 15 of each year for the next fiscal year.
Performance target: 75%
Performance results: 100% of the national funding agreement models were available for consultation on the Health Canada website by December 15, 2017. - To issue the first payment within 20 calendar days of the funding agreements' effective date.
Performance target: 75%
Performance results: 78% of payments were issued within 20 calendar days of the effective date of the funding agreement.
