About organizational capacity funding
Indigenous Services Canada supports organizations delivering culturally appropriate programs and services to Indigenous peoples in urban centres in maintaining day-to-day operations by providing core funding.
Core funding provides stability to organizations to ensure the continued delivery of programs and services to clients, provided that it is not already receiving core funding from another level of government.
Who can apply
Not-for-profit Indigenous organizations off-reserve that provide programs or services to Indigenous peoples in urban centres.
If you are a Friendship Centre outside of Ontario, please contact the National Association of Friendship Centres.
Friendship Centres in Ontario should contact the Ontario Federation of Indigenous Friendship Centres.

How to apply
- Consult the Terms and conditions before filling out an application form so you can review additional requirements.
- Complete the Urban Programming for Indigenous Peoples Organizational Capacity Application Template PDF Version (299 Kb, 1 page).
If you are having trouble accessing the PDF document, visit our Help page. - Develop a budget and monthly cash flow.
- Email your proposal and all required attachments to pupa-upip@sac-isc.gc.ca.
The proposal should be no more than 10 pages, excluding supporting documents.
ISC reviews and approves proposals. All proposals are assessed by these criteria.
