Overview of the Federal Government's Approach to Sustainable Development

The Federal Sustainable Development Strategy (FSDS) 2013–16 presents the Government of Canada's sustainable development activities, as required by the Federal Sustainable Development Act. In keeping with the objectives of the Act to make environmental decision making more transparent and accountable to Parliament, the Indigenous and Northern Affairs Canada supports the implementation of the FSDS through the activities in this supplementary information table.

This Departmental Sustainable Development Strategy presents the planned contributions and expected results for Theme I — Addressing Climate Change and Air Quality, Theme II — Maintaining Water Quality and Availability, Theme III — Protecting Nature and Canadians, and Theme IV — Shrinking the Environmental Footprint — Beginning with Government.

Themes I to III: Department-led Targets

FSDS Goal: Goal 3: Water Quality and Water Quantity — Protect and enhance water so that it is clean, safe and secure for all Canadians and supports healthy ecosystems.

FSDS Target 2013–2016: 3.1 Target — Increase the percent of on-reserve First Nations water systems with low risk ratings from 27% to 50% by 2015. Increase the percent of on-reserve First Nations wastewater systems with low risk ratings from 35% to 70% by 2015.

Performance Indicator: Risk rating for First Nations water and wastewater systems management.

Departmental Implementation Strategies:

3.1.1 Increase on-reserve First Nations capacity to operate and maintain water and wastewater systems by improving access to and support for operator certification and training, in order to augment the number of certified operators. (INAC)

3.1.2 Prioritize investment support to on-reserve First Nations to target highest-risk water and wastewater systems. (INAC)

3.1.3 Provide on-reserve First Nations with funding and advice regarding, design, construction, operation and maintenance of their water and wastewater treatment facilities. (INAC)

3.1.6 Develop, and update as required technical guidance protocols, such as the Protocol for Centralised Drinking Water in First Nations Communities and the Protocol for Centralised Wastewater Treatment and Disposal in First Nations Communities, and the Protocol for Decentralised Water and Wastewater Systems in First Nations Communities. (INAC)

Percentage of on-reserve INAC-funded First Nation wastewater systems that have low risk ratings 65% by March 31, 2019a
2011 baseline: 35%
a The departmental target levels have been updated to 2019 using annual growth rate of actual performance results from 2011 to 2014. In some cases, this results in 2019 departmental targets being lower or the same as the 2015 targets.

For planning highlights see sub-program 3.4.1 (archived) in Section II of the 2016-17 Report on Plans and Priorities.

Departmental Target: 17% below 2005 levels by 2020

Scope and Context: Targeted emission sources include approximately 114 Department-owned vehicles and all other mobile equipment operated by the Department such as boats, generators, all-terrain vehicles and snowmobiles. This target does not apply to INAC-owned buildings since most of the real property owned by the Department is held for potential future transfer to First Nations.

PAA Program 5.1: Internal Services

Financial Performance Expectations: Reduced fuel expenditures for on-road vehicles and other mobile equipment.

The adjustment reduced INAC's base year GHG emissions from 0.646 kt to 0.534 kt; however, the adjusted base year GHG emissions figure had yet to be approved by the Office of Greening Government Operations at the time of this report. The expected GHG emissions for 2016-17 (0.273 kt) represent a reduction of 49% relative to the adjusted base year GHG emissions (0.534 kt).

Target 7.4: Greening Services to Clients: By March 31, 2015, departments will establish SMART targets to reduce the environmental impact of their services to clients.

Scope and Context: INAC provides extensive services to First Nations and Northerners across the country. Many aspects of departmental program delivery have already been optimized to support sustainable development, such as adopting direct deposit to replace payments that were previously provided to recipients via cheques. Such reforms have reduced the Department's consumption of natural resources while simultaneously improving the efficiency of client services. INAC is confident that an analysis of its client services and associated environmental impacts will lead to the identification of significant additional improvements.

INAC is unable to report on this indicator prior to finalizing its approach to improving water management and determining which types of Department-owned buildings will be subject to the target. This data will become available in fiscal year 2016-17.

Sustainable Development Management System

INAC's vision is a future in which First Nations, Inuit, Métis and northern communities are healthy, safe, self-sufficient and prosperous — a Canada where people make their own decisions, manage their own affairs and make strong contributions to the country as a whole.

Sustainable Development is an integral part of the Department's mandate and INAC takes sustainable development and environmental risks into consideration in the development of policies, programs, plans and reports. The commitments made in this strategy are aligned with the Department's Program Alignment Architecture and the Performance Measurement Framework.

Strategic Environmental Assessment

INAC will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through the Strategic Environmental Assessment (SEA) process. An SEA for policy, plan or program proposals includes an analysis of the impacts of the given proposal on the environment, including on FSDS goals and targets.

INAC applies a three-level process for conducting SEAs. The first level is to complete an initial checklist to determine if further analysis is required. The second level, the preliminary scan, considers the proposal's contribution to FSDS goals and targets and identifies potential environmental impacts, either positive or negative. A detailed assessment is completed when important environmental impacts are identified during the third level preliminary scan.

Public statements on the results of INAC's detailed assessment will be made when an initiative is announced. The purpose of the public statement is to demonstrate that the environmental effects of the approved policy, plan or program, including its impact on achieving the FSDS goals and targets, have been considered during proposal development and decision making.
